Entitlement facts
Benefit type

What it unlocks
Available categories can include Serious Needs and Displacement Assistance, child care, clean and sanitize help, medical or dental costs, funeral costs, repair or replacement of eligible disaster-damaged personal property and transportation, moving and storage, accessibility items, and disaster-required miscellaneous equipment.
Who qualifies
Disaster survivor with an eligible serious need or necessary expense not covered elsewhere
Requirements
The loss or expense must result from a declared disaster in an Individual Assistance area, be necessary and eligible under the category, not be adequately covered by insurance or another source, and meet identity, occupancy, household, documentation, and filing rules. Category-specific inspections, receipts, ownership or use evidence, medical verification, and limits apply.
How to activate
Apply for FEMA Individual Assistance through DisasterAssistance.gov, the FEMA app, 800-621-3362, or a Disaster Recovery Center and describe all disaster-caused needs, even if unsure of the category. Keep receipts and insurance decisions, respond to FEMA requests, update later losses, and use the decision letter's appeal process within its deadline.
Cost basis
No-cost access. The core benefit has no required payment, purchase, deposit, paid membership, or pre-existing paid-product relationship under the captured terms.
Cost and fees
Applying is free and properly used grant assistance is not repaid. Awards are limited, need-based, category-specific, and cannot duplicate insurance, charity, or other public benefits; not every category is activated for every disaster. The program does not compensate all losses or replace lost income.
Geography
US, Presidentially declared disaster areas designated for Individual Assistance
