The Veteran must meet discharge, wartime active-service, minimum service, annual family income, and net-worth rules, plus be at least 65 or permanently and totally disabled, in a nursing home because of disability, or receiving SSDI or SSI. Asset-transfer, medical-expense, dependency, and ongoing reporting rules apply.
