What it unlocks

Requirements
The applicant must not be eligible for TRICARE and must fit a CHAMPVA category, such as spouse or dependent child of a Veteran rated permanently and totally disabled from a service-connected disability, eligible survivor of a qualifying Veteran or service member, or an approved PCAFC primary caregiver without other health insurance. Age, school, marriage, Medicare Part A and B, dependency, and other-insurance rules apply by category.
How to activate
Check the current category rules and apply online or submit VA Form 10-10d with the Veteran or service-member relationship, dependency, rating, Medicare, other-insurance, and supporting records requested by VA. After enrollment, verify provider participation and preauthorization requirements before care.

Discounted access. The user pays a reduced price rather than receiving the core benefit at no charge.
Cost and fees
CHAMPVA is cost sharing, not universally free care. Beneficiaries can owe an annual deductible, usually 25% of the allowable amount, noncovered charges, and amounts above program rules up to the applicable catastrophic cap. It generally pays after other health insurance, has exclusions and preauthorization requirements, and is unavailable to anyone eligible for TRICARE.
