Entitlement facts
Benefit type
Government benefit. A government-funded or administered benefit, service, coverage program, assistance program, or public access route. Taxonomy definition →
What it unlocks
Locally available outpatient HIV care, case management, oral and mental health care, substance-use treatment, transportation, food or housing supports, insurance premium or cost-sharing help, and FDA-approved HIV medications through state AIDS Drug Assistance Programs.
Who qualifies
Low-income person with HIV who has limited or no coverage for needed HIV care or medication
Requirements
The client must have an HIV diagnosis and meet the serving program's income, residency, service-area, documentation, and recertification rules. Ryan White is generally a payer of last resort, so providers screen for Medicaid, Medicare, insurance, pharmaceutical assistance, and other coverage first. Each state or local recipient defines its service mix, financial limit, ADAP formulary, and capacity rules.
How to activate
Use the official Ryan White care locator or state hotline to find a nearby funded provider or ADAP office, request intake, document HIV status, income, residence, household and insurance, and complete any required coverage screening and periodic eligibility confirmation.
Cost basis
Variable by provider or eligibility. The user's out-of-pocket cost cannot be represented by one fixed amount because it depends on provider policy, income, household, geography, selected service, coverage group, subsidy amount, or the underlying program. It may be free, reduced, sliding-scale, or partly paid.
Cost and fees
Many approved services and medications are free, while sliding fees, insurance billing, copays, formularies, waiting lists, service limits, and local availability can apply. The program does not guarantee payment for every provider, drug, insurance plan, or support need.
Geography
US, State, territory, metropolitan, and local grantee service areas
Personalization
Published eligibility is not described as individually targeted.
