Requirements
Congregate services are generally available to people age 60 or older and spouses of any age, with additional categories for certain people with disabilities, volunteers, and people living with an eligible older adult. Home-delivered services generally require age-based eligibility plus being homebound or otherwise unable to obtain meals; local agencies set assessment, priority, frequency, and capacity rules.

Cost basis
Variable by provider or eligibility. The user's out-of-pocket cost cannot be represented by one fixed amount because it depends on provider policy, income, household, geography, selected service, coverage group, subsidy amount, or the underlying program. It may be free, reduced, sliding-scale, or partly paid.
Cost and fees
Programs cannot deny an eligible older person because they do not contribute, but providers may invite confidential voluntary contributions and can use waiting lists or priority rules when capacity is limited. Meal frequency, menus, delivery, guest pricing, and any permitted cost-sharing practices vary locally.
