Cost basis
Included with a qualifying relationship. The benefit adds no separate charge, but the user must already have an eligible card, account, insurance plan, library card, membership, employment, or similar relationship that may itself cost money.

Up to the current annual pickup limits are included; excluded, commercial, excess, or specially handled material may cost extra or be refused.
