IDEA Part C Early Intervention Services
IDEA Part C requires statewide early-intervention systems for eligible infants and toddlers from birth through age two who have developmental delays or qualifying diagnosed conditions, together with services for their families.

What it unlocks
A timely multidisciplinary evaluation, family-directed assessment, an Individualized Family Service Plan, service coordination, and needed developmental, therapy, assistive-technology, family-training, and other early-intervention services in natural environments when appropriate.

Requirements
The child must meet the state's Part C definition of an infant or toddler with a disability based on developmental delay or a diagnosed condition with a high probability of delay. State definitions, referral routes, extended-age options, family-cost systems, and service availability vary, and parental consent is required for evaluation and services.
How to activate
Contact the state's Part C early-intervention program or local child-find intake, request and consent to evaluation, complete the child and family assessments, and participate in development of the Individualized Family Service Plan.
Cost basis
Variable by provider or eligibility. The user's out-of-pocket cost cannot be represented by one fixed amount because it depends on provider policy, income, household, geography, selected service, coverage group, subsidy amount, or the underlying program. It may be free, reduced, sliding-scale, or partly paid.
Cost and fees
Referral, evaluation and assessment, service coordination, and development and review of the IFSP must be available without family fees. States may use insurance or sliding family fees for some services under an approved system of payments, subject to ability-to-pay and procedural protections.
